According to the Public Relations Office of Semnan University, the Minister of Science, Research and Technology’s Advisor and Director General of the Ministerial Office and Public Relations emphasized the need for universities to preserve their academic standing and play an effective role in the country’s development. Speaking at the ceremony honoring Dr. Seyfolah Saedodin and introducing Dr. Masoud Nasiri Zarandi as President of Semnan University, he said that, while remaining committed to the vision document and the principles of ethical conduct and responsibility, the University must preserve its academic standing and, while addressing challenges, offer practical solutions to society’s problems and needs.

The ceremony honoring Dr. Seyfolah Saedodin and introducing Dr. Masoud Nasiri Zarandi as President of Semnan University was attended by Dr. Seyed Ahmad Reza Khezri, Advisor to the Minister and Director General of the Ministerial Office and Public Relations at the Ministry of Science, Research and Technology; provincial and municipal officials; members of the University’s Board of Directors; faculty members; and a number of University managers and staff.

Addressing the ceremony, Dr. Khezri spoke about Semnan University’s capacities, noting that with more than five decades of activity, a campus covering approximately 800 hectares, and valuable academic human capital, it is one of the country’s important and influential universities and the designated lead university for Semnan Province. Referring to the University’s position in domestic and international rankings, as well as its scientific facilities and infrastructure, he noted that despite its considerable strengths, the University faces challenges including environmental issues, constraints arising from its geographical conditions and water resources, financial imbalances, deteriorating infrastructure, and the need to modernize its laboratories and workshops.

The Minister’s Advisor stressed that society’s expectations of universities should be considered in light of their responsibilities and missions. He added that universities must be able to fulfill their academic and social missions effectively while addressing challenges and offering practical solutions to society’s problems and needs.

Referring to the complex regional situation and the possibility of hybrid warfare—particularly in the areas of identity and the information and communications domain—Dr. Khezri emphasized the role of universities in strengthening identity, awareness, and social capital. The University of Tehran professor described creating an environment of hope and vitality for students, faculty members, and other university stakeholders as an important expectation of the academic community. He stated that Semnan University should remain committed to the vision document and the principles of ethical conduct and responsibility, preserve its academic standing, and prioritize skills-based education in science and technology alongside its other missions.

The Minister’s Advisor said that shaping identity and responding to society’s needs are inherent to the university’s mission. He described changes in university leadership as a natural part of university administration and expressed his appreciation for Dr. Seyfolah Saedodin’s efforts. He also described Dr. Masoud Nasiri Zarandi as dignified, humble, and capable, and wished him success in his new role.
